Digitalization opens up completely new opportunities for the federal government, cantons and municipalities to provide their services in a customer-oriented manner and to optimize cooperation between public authorities and the private sector. What should the digital administration of the future look like? Customers are always at the heart of digitalization: Switzerland's residents and businesses. The aim is to digitize government services and network the processes for providing them across organizations so that customers' needs can be optimally met.

Three approaches, among others, are decisive here:

  • "Once only"In order to receive a benefit, the customer wants to enter her data just once with a single authority. Multiple visits to the authorities and multiple entries of information should be avoided.
  • AccessibilityServices should be available at any time, regardless of the channel used. Digital and analog channels should be available to the customer in parallel.
  • customer experience: The customer wants to be guided. The complex processes should be carried out in the background and the customer should be kept constantly informed of their progress.

What are the challenges of digital transformation in administration? Many different organizations are usually involved in the provision of government services. Regardless of whether these organizations are administrative units of the federal government, the cantons, the municipalities or private companies from the private sector, the same thing always applies: today's processes have grown to be organization-specific and the IT systems that support these processes have been developed without coordination between the organizations involved. The result is a patchwork of differently designed functional and technical processes, strictly delineated responsibilities and a large amount of redundant data held in a multitude of IT systems.

How can the digital transformation in administration be promoted? The aim is to design overarching solutions that coordinate and network the different organizations, processes, responsibilities and IT systems. The focus here is on interoperability and the standardization of functional and technical processes between the organizations involved. To this end, the federal government has launched the "E-Government Strategy Switzerland" and formulated a Plan for their implementation developed. The plan contains numerous measures that are to be implemented in the coming years together with the cantons, municipalities and private companies.

What does e3 AG contribute to the digital transformation in administration? e3 AG is highly committed to the implementation of the "eGovernment Strategy Switzerland": Adrian Zimmermann (member of the Business Processes specialist group of the eCH associationBusiness Analyst) has written a study that shows the potential for standardization in the Swiss transport sector. With Stefan Agosti (Member of the Executive Board, Business Architect), e3 AG is also involved in the Architecture Board E-Government Switzerland represented. Interoperability is an important concern for e3 AG. That is why it is an active member of the Association eCHwhich promotes professional and technical standardization between public authorities and the private sector. The aim of e3 AG is to overcome existing structural and technical boundaries and to strengthen interfederal cooperation for digital transformation.
